You absolutely can (and should!) ask for feedback as to what led to a candidate’s decision to decline an offer. This may provide insight you hadn’t considered and can lead to changes (ie is the salary not competitive, is the team not engaging, etc). We learn a lot from candidates by asking these questions and make it a regular practice on my team. You can then use this data to help drive any changes wirh the business you support and improve your hiring practice in the future.

You can deifnitley ask - I tell recruiters the truth. It might be that people aren't willing to switch to a new place when things are so uncertain, they're feeling comfortable OR they want some kind of internal promotion or growth, Lots of different factors!
