On the one side it seems that meeting and conferring for an assignment requested by the the client would be billable since it’s using firm time and resources. On the other side, we are just talking about how to tackle the assignment and not tackling the assignment itself.

I received an offer (28 Lakhs + 3.9 Lakhs incentive) from Novartis for Sr Project Manager yesterday. This was just 13.6% more than my current earnings as Project Manager. I've given the reasons why I deserve at least 30% to HR. In response to that, HR has sent 2nd offer i.e. 29 Lakhs + 4 Lakhs incentive + 50k sign-on bonus. The 2nd offer is just 18.2% higher than my current earnings. Need your suggestion, if I could still negotiate with HR to finalize deal by asking for 25% hike?
