I would say it's above time to get out to somewhere better. Based on the time you have been in cts, you can look for better opportunities outside and it is also good time to hike up ur sal to atleast 50%...

Stop crying and whining. What’s your tech. stack? How many options have you explored? Did you go through any course on Udemy or YT or any other medium? Tried your hands on any PoC? 4.5 years, right? Did you check what exactly are you interested in when it comes to tech? What domains would you like to work in? If you have answers to these questions then we can go ahead otherwise this conversation/thread will become a mere pity party session.
You are in IT services. Don’t expect hikes unless you’re being promoted or switching firms.
One more piece of advice, don’t resign without any offer in hand. Yes, the time is good and people with 2 yoe are getting 20 LPA as well but that does not mean you can risk your job just like that.

How is the work culture there? is there flexible timing?
Work culture in cts depends purely on the team you're joining however don't expect too much of work life balance and rewards or recognition ...none of that happens often. You will be expected to deliver on time with quality ...
