What does this even mean?!

I have offer of 20 LPA from Oracle IDC Pune. Project is related to Oracle Primavera Cloud. I had a discussion with the hiring manager and everything sounded good to me.
I just wanted to know if there are any red flags I should be aware of. So please help me fishes.

1. It’s absolutely possible you are getting lowballed; top of tech market does this occasionally and we are not immine.
2. In terms of base, we dont go much higher than 165 which is completely consistent with amazon. If anything we do more base, they do slightly more sign on cash. I see it as very normal for SM and above roles to take a base cut going to tech. Question is whether TC comes out ahead
How much stocks and bonus? For 15 YOE, You should be at 300k+ TC.
Updated - base 160 + 30% incentive + 50k new hire stock bonus + 0- 48 Annual stock.
This is for a Account Technology strategist role based in DC/federal.

Could see base potentially like 5k more. I’d personally push for more sign on RSU- this could potentially be 100k+ for L64

Numbers I have seen on this bowl for federal.
Microsoft Federal with 6YOE Data Scientist role
180k base
80k stocks (20 per year for 4yrs)
25k sign on bonus
20k to 60k annual bonus
Another:
152k base
30k Sign on
25k stocks per year
10k to 20k a year bonus
20% of base salary clearance bonus.
This is a bonus for having a TS+ clearance
So I countered with ask for TC at 250. The recruiter implied that base of 180-190 at L64 is not possible. almost like i asked for the moon. I pushed for using more new hire stock to close the gap. So let’s see. Is this a negotiation tactic by recruiters? Its very annoying… made me feel like i was asking for mountain without any credentials at all.

I’m a bit confused by TC, which granted it s a nebulous definition. Your upper end before (160 + 48 RSU + 48 incentive) was 250.
I dont think the recruiter is bluffing on base, would love to be corrected there. New hire stock I’m definitely more hopeful for you
RSU 48 is based on performance reviews, so its a variable between zero to 48. It’s not guaranteed. It can be anything between that.
I was a bit confused too with TC definition too so i had him reply over email to explain. So 160+48 incentive = 208 is where TC landed. The recruiter defined TC this way. So I countered against that.
