Unless you hate IBM for some reason or LOVE Deloitte, this is not enough of a reason to jump.
The consulting parts of the companies are more similar than not, employees are pretty fungible between them.
Deloitte probably has a brand edge here on a consulting message board as it's more of a pure play, but out in the general world, both are in your top 100 global brands. Even then people at the country club might assume you're an accountant if you tell them you work at Deloitte or that you make mainframes at IBM.

You may want to check that.
Bonus will be given in the range from 0% to 17% based on your Practice Leaderships perception of your performance. I bet most receive sub 10%.
Try joining IBM enterprise strategy, you’ll earn more than your offer at D while having a way better worklife balance.

17% is maximum, it's a variable bonus, I always make sure the base is up to my standards, I never rely on bonus cuz it's always a haul-ass kind of thing.
Not just a Deloitte issue, banking also does this tbh.
You can and should ask to renegotiate your offer due to your increase. Worst they can do is say no. Just let them know this new information
How fast are you moving at IBM? What was the timrline between b6 and b7, and now from b7 to b8?
Personally, the promo speed here is what's keeping me in - I'd like to be an AP, and doing that inside of 7 years out of undergrad is very doable here, moreso than director at D.
They will start processing your green card in 6 months after you join. They kind of keep changing this stuff so get confirmation from your recruiter in writing. But for a senior consultant they will do it in EB3 category and not in EB2.
Are you merely nominated for promotion (you may or may not get a promo), or have you already won promo with a set date for the new title to start?
17% bonus is a cap. I'd probably assume 8-10% is much more likely. If that's the case, it doesn't seem worth it to move to Deloitte. A 20% bump is a common comp increase to target, but you would only get 10% if lucky.
