Interviewing for a director level position in one location but there is a senior director level position that fits my skill set in another office location.

I had a good feedback, promotion also supported but the green dot of scatter plot is down ..i was expecting upward
My manager told me that this year bel curve is reintroduced and due certain process change in scatter plot , difference is expected( its mentioned in mail also) but she has assured that everything is fine and promotion is also supported but due to bellcurve, normalization has taken place .rest they have given good feedback..any comments/suggestion?
