The two main things you can get that will make the biggest impact are a vitamin C serum and a retinol.
Don’t forget sleep! Sleeping well / the proper amount is important too!
This is what I use and in this order:
AM: Youth to the people face wash, Paula’s choice vitamin C serum, neutrogena hydroboost moisturizer, and supergoop sunscreen
PM: I double cleanse with a Japanese brand oil cleanser + same face wash above, then I’ll switch off between a retinol/niacinimide/salicylic acid, and then moisturize with a thicker cream from First Aid Beauty.

Copper peptides from the ordinary are also amazing. I actually don’t love their hypotonic acid - prequel quench is good. A good moisturizer, doesn’t have to be expensive but just doesn’t break you out.
SPF + OTC retinol are probably fine for now depending on how old you are. I would recommend Rx retinol if you’re late 20+ after using OTC stuff for a bit to acclimate your skin (it can dry your skin a lot if it’s overused). A313 is also a good alternative.
