Offer compensation, not just a chance to win.
Almost sounds like you'd want to tap whatever political party carried each of those counties last cycle to see if you can tap their list.
I would do cheap Facebook ads by zip code. Offer a smaller incentive with a greater chance to win. People will walk over hot coals for a t-shirt., for some reason. I did a few surveys a in the past two years. Our ads ran for three days. Met our numbers on day one. Not quant. But you could easily meet your target numbers with a slightly larger buy, depending upon the complexity of your audience.
We are doing Facebook ads but I think it’s the incentive which is CHANCE TO WIN - tshirts are a great idea
For those that have agreed to participate, can you offer increased chances to win for completed surveys from referrals so you can turn participants into channels? If not, can you revise the expectations for quant to allow your study to detect what is appropriate for the smaller scale? Essentially you can power down if you broaden your detectable outcome expectations.
