Why do people keep asking this? If you want to be an average or low performer this is the place to be. They force rank to a meets expectations and the amount of effort required to get to next tiers isn't worth it so it's a great place to coast if you're into that.
Not well overall, but depends what your deal breakers are. Massive resource shortage for quite some time, even with a lot of work being sent to India (which is now also short apparently). Very high budget goals that we are not making (see resource shortage reason above), but so far hasnt had significant impact on SM and down level, just the occasional "do better" email. The recent leadership change has been welcomed and improved some of the transparency/trust issues we faced with the last regime. I stay because I like my team and the types of projects we do and somehow can keep believing it will eventually get better.
Generally, yes, but there has been an obvious reduction to quality and level of effort put into each job to compensate. Partially because typical project hierarchy isn't possible with the resources we have and partly because it would actually be impossible to do the historical level of effort with the current workload. So it's not like a 1:1 multiple.
Why do people care so much about PE? Unless you’re a PPMD it has no material impact on your day to day.
The PE buyout has gutted the culture of the org and made everything about the bottom line. They replaced hard-working, compassionate people with soulless shills who only speak in corporate buzzwords, and made sweeping cuts in staffing that eliminated critical positions just to save a few dollars in the short-term without considering how much more it will cost in the long-term. It's a nightmare. Never have I been made to feel more like 'just a number' in my life (and I say that having worked in food service and retail in the past.)
