I asked a recruiter this question a while ago and he said that it's not black or white. Loyalty is nice, but not if it resulted in a stale skillset. It should have a pretty small impact in your choice. Make the career changes that make the most sense for skill and salary growth, and deal with the occasional recruiter sticking their nose up at your resume when it happens.
Well said. Growth and keeping skills relevant matter more than staying long just for loyalty. A clear reason for each move usually speaks for itself.
Generally speaking that wouldn't be alarming. Like you indicate, people move around a lot, certainly far more than was traditional in the corporate world years ago. What might raise questions would be moves that seemed to go backwards, like leaving one of the Mag 7 to go someplace obscure. Though if you have a positive story to tell about that, it could be an attribute.
Agreed. Moves are rarely an issue if the story shows intention and growth. Even unconventional shifts make sense when the impact and learning are clear.

Normalized in tech. Concerns arise only if the moves look random or impact is unclear. Clear growth story = usually fine.
Exactly. When each move shows progression or purpose, short stints are rarely a concern today.
