Idk what data analyst do, but I'm assuming they typically are provided a set of data and are given leading questions to investigate. An S&O role determines what questions should be asked and figures out where data can be retrieved from to support an analysis.
When I worked in industry data analyst usually just puts together data sets or BAU reporting vs. product driven work
It depends what industry this is. In tech, S&O is back office and does high level market-focused work that leads to general business direction, mostly analyzing aggregated data in Excel.
Data analysts are usually on a product team and are very close to the decision making. They are user-focused and more technical (SQL, R, Python) and analyze product data/conduct detailed investigations to drive the PM to decisions
