TC seems to be a lowball, but that's their budget, no scope of negotiation.

The comp increase is minor, so I'll put that aside. Building a new network is time consuming, and complicates exit efforts if you want to leave soon. Lateraling as an M often resets your promo clock, which is worse than the network issue. Does being passed up for promo indicate a usual delay (too few seats due to covid this cycle, but you have a solid chance in 6 or 12 months) or is it a soft way of telling you that you have no future there and need to leave?
If it is basically a soft counsel-out, then consider how much time you have vs how long it might take you to secure an exit to industry. If you don't know where you want to go next, you don't have much time, and/or you're starting from scratch, take an offer.
If you have a more normal situation, stay. Given that you don't plan on staying in consulting, a better plan would be to try and coast a bit at your current firm while looking for an industry exit over the next year, or maybe 2 years if you do get promo soon. Instead of dedicating time to building a new network, proving yourself and acclimating to a new firm, use that time and effort to exit from your current role.
Lateraling complicates your ability to exit consulting because recruiters are less likely to contact someone who just started a new job, and it raises questions of "why lateral" and "why leave so soon", neither of which are likely to show you in the best light.
Then again, there is not much quite like the feeling of a timely "you didn't promote me? I quit!" 😋
So it’s really more the former. I’ll get it, but just on a delayed timeline / ‘I wasn’t ready’ 🙄
I honestly feel a bit crushed, because my peers who by some metrics were performing worse got it. Feels like internal politics and if I don’t have the support now, I can’t see a long future here. But definitely not being counseled out.
I just want to stick it to them quite honestly. But maybe you’re right, might not be the best medium term move for myself. I’m just so annoyed 😞

Not too hard. The only catch is that you can’t underperform and “crash” the project as an M.
Makes sense. Pretty confident in my abilities to deliver. Any other downside risk? Or should I just take it and not look back?

Actually pretty significant. I came in M level to a T2 and my previous experience was openly distrusted and discounted. Thankfully it was essentially only a year for me before I moved on but It’s definitely not worth the trouble for 10%
That’s exactly the kind of shift I was considering. A year and out. Couple of follow up questions.
1) Did you regret the move?
2) Did it help you land a better exit?
3) if I could negotiate, what % increase is worth the trouble?
