If they don’t see it as positive or proactive it’s not the type of person you want to work for or with. Keep it light, friendly and tothe point and don’t be a pest with excessive follow up and it’ll be seen positively.
I’ve done it before and received a response and HR called me for an interview
I agree- that’s what LinkedIn is for to cut thru the usual “get in line” bs and speed things up. Also look for connections at the company you have and reach out. I’ve had connections pass my resume internally which was wonderful.

I’ve done this twice. One didn’t call me back. The other time I reached out to the CTO to introduce myself and he actually called me back. He even had me talk to other leadership. I ended up consulting for them for a couple of years.
Absolutely go for it! I reached out to a hiring manager and ended up getting the job at MBB (BST not Consulting though) 😊 keep it casual as well eg.”Hi XYZ,
I saw your post about the XXXX role at XXXX. I think I would be a good fit and will be applying for the role but just to confirm, it is UK-based or across both the UK/Germany? It would be great to connect. Have a lovely week!”

I’ve done it. “I just applied to your job posting and I’m VERY interested in working for you.” And got an interview!
I ALLLLLWAYS try to get directly to the hiring manager. Sometimes i don't get a response, but .... sometimes I do and get an expedited path to an interview. I will try to do any internet research and LinkedIn searching I can to try to find who the hiring manger is for a posting. If I can't figure it out I will message others on LinkedIn that I think might be able to get me to the hiring manager!
