From what I've seen FTE's have a slight advantage in that you'll possibly have proximity to the team you want to join, or can simply look them up in whoplus to know who to reach out to. If you aren't leveraging this to network, then your just another name on the list of applicants.
The other potential advantage is that you'll possibly be able to have more direct experience with aspects of a given role, due to your current role, which will help you interview well. This isn't a guarantee though, I've seen several people interview for the same role in a different territory and not get it.
The net of it is that you've got to network to get the interview, and still be the best candidate for the job.

M2 makes a good point, management is tasked with focusing on their direct reports' career progression, almost to a point that it's expected that you won't be in a single role through retirement. There are always exceptions to this, managers are human, but the two managers that I've had have been very open on the topic of career path. Feel them out, and leverage that executive sponsorship if available.
