If you do not have authorization to work in a country they can’t legally hire you. When companies are desperate they’ll immigrate people but can’t just do that if there’s a big supply of workers already in their country.
"Fully remote" does not translate into "anywhere in the world". A lot depends on where a company is incorporated, has offices, etc. That all drives how they handle payroll, taxes, benefits, etc.
Pro
Most fully remote. Is now geographically located. They want remote resumes from local candidates.
Remote jobs doesnt mean u can work from anywhere in the world. Its limited to the country you are applying from and you should list on your resume your current location that way they will filter you out and you wont get any unwanted calls.

I am in a major city here in the US, and though location specifically hasn't been a blocker, I too am coming up on 6 months of not being able to find a job. I've had a couple great interviews with great feedback, but still wasn't chosen.
In most, if not all cases they likely have several top candidates to choose from, and are able to be as nit picky as ever in their decision making.
Wanting to work remotely from another company is probably a non-starter unless you have some super rare skillset. You might want to work on plan B as the job market sorts itself out from all of the AI asset reallocation.

If you're applying to US companies, that's a whole set of payroll and HR regulations that most companies don't want to deal with. Your best bet would be to hook up with a consulting firm that contracts with US companies.
