Say that. And tell them if there is no increase you are not interested in changing roles. Make them go through the whole excercise again because they are being cheap.
Sorry they’re not being cheap, they’re being jerks.
I think a couple tricks might be helpful.
First narrow down the decision maker, ask them is this from HR’s perspective or the hiring team. If it comes from HR, is it a rule and how it is defined. This way they have to be clear and be responsible of what they said, they will be more careful and precise with how they phrase things. Since otherwise whenever you find a counter case you can challenge them.
Second instead of asking why maybe try to approach with how to get there. Like “okie how can I make my case better, what is needed to qualify for a competitive hire. Who should I have onboard and have the right to approve a salary increase”. An go from there. When they can’t just say no to a question, sometimes they drop details that they didn’t mean to.
Try to engage the new hiring manager is always helpful too. Hopefully they have more leverage and can push from a different perspective.

BA1, I have done what you suggested, but again they said they are not considering these two positions competitive hiring so there will be no increase in salary. I am having a hard time coming to terms with this and I do think it's unfair. But if I want to stay in the company, I have to obey the policies I guess.
I have told them multiple times that it should be considered a competitive hire. But according to them if it's not a promotion, it's a lateral move. It's very discouraging because what they are basically saying is they don't reward people who are learning new skills from different groups.
Talk with the manager of the department. I’ve done this before. Internal role & HR was giving me below what I was already making. I went to the manager of the department & was given a $2 raise from what HR had offered me. People like to say managers have no control over the pay but they have some control.
