You need to ask the HR or Payroll Dept. that question for a specific answer, but my initial take on it is "No." If you get another job with the company before you are "severed" from employment, then you were never laid off, terminated, or separated from the company. In fact, you wouldn't miss a paycheck. The severance pay is offered to help a dismissed employee cover their living costs while they are looking for another job. This is usually given to those who were let go through no fault of their own -- not those who were fired because of incompetence. Wanting to get severance pay without being let go is kind of like that Wayne's World line -- "Just because we broke up doesn't mean we can't still go out together."
Doubtful. The severance package is based on you being let go, but if they hire you again for a different position then you'll no longer be unemployed. I would consider applying externally so you get your severance package plus a different (hopefully more secure) job. Do you think that's possible at all?
Usually if you don't get laid off and you just transfer internally they aren't going to pay you severance. That is typically only paid out when you lose your job completely and don't have a role to go to.
