It does sound inequitable. Are different people making these decisions? Perhaps this other person performs differently? Can't hurt to ask for clarification.
Ooof. That's frustrating. I would ask you supervisor what the expectations are as it seems a bit blurry. This may be a favoritism thing. The supervisor favors this person and has a bias for whatever reason.
You’ve got a wrong mindset.
If you keep comparing self to other there will be always someone better. Get rid of that thinking. You waste your mental cycles on things you cannot control.
Go for the PMP, join discussion PM groups, volunteer. Find happiness in helping others.
The equity and equality are nice missions/visions but don’t try to implement them literally - some other countries did in the past and millions suffered.
The issue is that she is not better and I have to consistently do half her work for her, yet she is valued the same.
Which tells me, the efforts I put in and how much I strive to better not only me, but the team, and company are futile efforts.

Despite others opinions, you do have a right to feel slighted for the lack of conformity with your pay. Sure, doing volunteer work can give you the warm and fuzzies when helping others, but only a paycheck keeps a roof over your head. As a manager of a PMO, it is not lost on me that while my staff may love their job, love doesn't pay the bills.
We all come to work each day to earn money and money is the only real way a company can show you appreciation for your efforts or the value you bring to the organization. If they don't have a uniform way to keep the pay structure similar across the team or organization, I recommend looking for one that does.
