I keep hearing that 'Oracle doesnt give frequent hikes' or that 'pay hikes are not good once you join Oracle'. So I'm not able to understand, how does it work for the people who have been with Oracle for many years now?

Money isn't everything. There is also something to be said for things like job security, WLB, having a good team and finding the work fulfilling. There are probably many reasons why people choose to stay, and each one is personal.
As I already mentioned in the question, LWB etc. cannot suffice to retain talent. One cannot pay bills, increasing rent, school fee, etc with work life balance. After a while an employee will feel that he is underpaid.
What happens when the employee's pay goes significantly below market level?
