If someone has very short tenures in positions that can raise some red flags. There could be legitimate reasons, but at first look it can appear that the candidate has trouble settling into a role. It all depends on the individual, some people take jobs just because they need something right away, and when they find something better they move on quickly. That's the kind of thing that should be noted in a cover letter or an interview.
If you worked for less than two years, don't apply? That's really strange. I've never heard that before and don't really believe that. Shorter term jobs have their place as well and most HR people know that. Especially in healthcare.
If your roles has been short term contract then clearly state that in your résumé e.g. write 6month contract next to the role title. That avoids it being misunderstood
