A lot of companies have lowered salary bands for roles that even just a few years ago they were paying significantly more for (i.e., they may have offered $98k to new hires in the same role in 2022 but now they're not going above $84k).
You can certainly counter at a higher rate (assuming you've not already accepted the lower offer) and just explain that your market research for similar roles requiring your level of experience are paying that amount so that's your counter.
Just prepared for them to potentially yank the offer because unfortunately many companies have been doing that as of late given the job market. They'd rather find someone willing to do it for pennies than just pay the person they allegedly felt was the best fit what they're worth.

I am a straight shooter so I would just be up front and honest. Let them know you appreciate the offer but you want to counter. And explain to them how you came to that conclusion.
I’d frame it as a discussion about market value rather than a comparison to specific people. You could say you’ve researched industry salary data and want to make sure the offer reflects the current market.
