If you have no contract or non compete clause, you can apply on your own through a regular channel
Don't do it unless you know you've got it. Your client will feel obligated to tell your agency and it's all downhill from there.
It would have been included in your onboarding paperwork.

How can you find out whether you have a non-compete clause? Would it have been in my offer letter if there is one?
Clients gossip just like everyone else. It’s rarely great when your boss knows you’re interviewing anywhere. In this case with a client, it gets real when an offer is being considered. In many cases the client the client is officially obligated to tell the agency before extending an offer because they have agreed to non compete terms as part of a master services agreement.
