I worked at mid-sized accounting firm for almost 20 years in admin services. We were required to bill any time spent working on client work (like reports, financial statements, beginning/end of year scope or wrap-up/board presentations, etc.). However, we never had a charge goal. As someone who is a manager and has observed what and why upper management does “odd” things like this, I would suspect they are looking to reduce headcount and “find cause” to let people go. I would keep your eyes and ears open and grab or volunteer for any chargeable work you can. If it looks like you’re unable to meet the chargeable goals due to the type of work/support you provide or if there just isn’t enough chargeable work to go around, I would start looking for a new job ASAP. They will use the missed goal as a reason to fire you, if they are looking to reduce headcount. And don’t believe the rumors that partners can save their favorites. Most have no say in who is let go and don’t even know about it until the day of or after you’ve been let go.
Yeah I literally have never heard of administrative assistants having to bill hours like this. You're not an associate!! Why would you be expected to bill hours like one?
Probably because they view us as another cog in the machine. Essentially they want people to charge everything they can to the clients. In the past the practice was very much just code it as general time or non-charge from what I understand. Still makes no sense
I can see making sure the hours worked and hours billed are correct to the clients although I thought you assisted the Accountants hence the keeping track of your time assisting them on the client's account should be done on their level I would think. I can foresee TONS of legal, moral, and ethical issues with this new policy as well as turnover of clients and staff.

It's odd. My company charges clients a percentage fee for admin work in their interactions so technically our admin team does charge to the client but we don't have any goals on tagging specific work to the client goal.
