I would definitely keep asking, but be prepared for anything. It's conceivable they're just working their way through departments and there's no need to worry. But you are justified in being very concerned, it's not a good situation to be in.

Eeek, definitely doesn't sound promising. Has anyone in your department asked questions about what's going on? Feels like they should, at this point, at least give you guys heads up so you can start looking. Sorry you're going through that, I'd try to ask them directly at this point
Yes, we keep asking and all they keep telling us is that they haven’t been invited into the Townhall meetings. No one seems to know anything regarding our department.  I’m not too worried for me because there seems to be a lot of job offers in my area with 2 major health systems near me … but it’s just a hassle to relearn everything.
I don’t want to be alarmist, but these types of major restructures are pretty carefully considered. The fact that your team hasn’t been invited to meetings discussing future state and simple things like facility badge access should concern you greatly. The inference is that they have some plan in place for those teams that are a part of those meetings.
I would start to familiarize myself with open opportunities. If you can wait to get laid off before starting a new position, that’s even better as they’ll have to pay out your PTO.

Yes, I’m also thinking that as well … some employees are thinking we will be rehired with the new company. They don’t take any contractors , which makes them a stronger company. I can wait it out thankfully. And there are many jobs in our area. Which makes it nicer is that there is a high turnover in my position. I just happen to like my job ☺️
IMHO, a bit tricky, Since you're a contractor, assume you work for a company doing business with the org in question (unless you're working corp-to-corp, no W2)?
Perhaps, first reach out to your company to inquire. Is your PTO w/the consulting company or the primary org? If it's the latter, very unsure re PTO.
You need to find someone "in the know" who may have more info then you do, but advise you ask.
Bit of diplomacy seems prudent, but do politely ask, and backup any inquiries via email.
BTW - I was a contractor for many yrs, wasn't so unusual for non-employees to be left out of the loop re town halls Some just kept employees/contractors separate.
And during that time, I was always "looking" for new gigs.
It might not be a bad idea to update your resume and start looking…
