Talk to them. Explain the situation and tell them that if does not change you will have to speak w resources and switch teams. In a nice but transparent way
Learning to prioritize and delegate is a big part of growing as a designer, don’t be afraid to bring this up constructively with your junior and/or your supervisor so that they can work towards achieving this goal with some clear expectations in place
My agency and agencies I’ve worked on in the past ask for availability for the upcoming week. This helps PMs divvy out tasks. If they’re already at full capacity you’ll have a better idea beforehand.
I would also suggest having a one-on-one warning of sorts. Explaining the importance of deadlines, asking what challenges they may face and having them lead the solution. It’s important they come up with the solution to increase the chance of follow through. If they can’t meet their own goals then I would take it up the chain.
For background they don’t technically “report” to me, just one this one project I’m the leader. I’m not sure if it’s my place to scold about deadlines…
Don’t scold but definitely let them know they need to be responsible. Odds are they’re overworked (as are we all) but responsibilities are responsibilities.
Stop asking and start doing. Put yourself in their shoes, accepting your help might feel like they’re failing you. Maybe instead of asking if they need your help, just go ahead and tell them something like ‘This looks like a lot to do, so I’m going to help you get this all done so we can meet our deadline.’
If they simply don’t have the ability that’s another issue, but if you’re supposed to be helping then I think it’s on you to manage and help when you know they need it.
