Or after a few round with the team and hiring manager. I asked and they said I wouldn’t be able to provide details until they extended an offer. They recently called me to tell me this is frozen indefinitely but I’m the top candidate and I still don’t know what the numbers are so I don’t even know if I would accept it.
I've found HR to be reluctant to share #s on early interviews, defaulting to the standard "it's commensurate to the industry standard and dependent on the person's experience being brought to the role."

That said, so you don't waste their time and yours, you understand "that in posting this position HR requires a compensation range be provided not only for budgeting purposes, but also to ensure a qualified candidate(s) can be fielded."
"What would be the range, assuming of course you're allowing for compensation growth over time in the role?"
If they still won't provide a range, move on. If they won't be open to a range request, there's other information they also won't share - i.e., they're definition of a successful 1st year; what professional development opportunities are available with this role? While not looking at this role as a stepping stone to other positions what is a typical career path/timeline for someone accepting this position?
You'll learn very quickly if they're checking a box with this hire or following a growth plan for their personnel.

If you are being asked to relocate for the benefit of the business, you will make bank.
Literally on the first call with the recruiter. As long as you phrase it professionally, there shouldn’t be a problem discussing pay. HR are people too & they should understand.

Long story short. If you want a BIG salary increase change companies. HR will always slot you into a category. In an early career leverage experience to get a better salary. Companies are willing to add stars to the team at a premium .Don’t let yourself get trapped by the “budget”.
Just use this to justify your cost of living salary adjustment. Substantiates the relative COL adjustment for your existing salary in City A converted to the salary in City B for a consistent cost of living.

Rarely should you start with anything bust asking about the “ballpark”. Once you have the offer in hand, you have a slightly upper hand - they want you, they have committed to you, and they are relieved to be finished the search. That’s when, and only when, you have any leverage at all.
