In general, should someone anticipate being underpaid for their position when working outside of the tech industry?

I know some positions in federal or state government may pay well, but I'm speaking in generalities, not an exception.

ie: I worked as a CSR at Wells Fargo and got 49K where is at Coinbase my base was 69K plus stock and stipends.

I’ve asked for work but no luck. I know they say this is normal for a stub but when should I start getting worried and consider looking for exit options? My old employer asked me if I wanted to come back to the company as a manager. The pay will likely be much better and the position holds more responsibility than I’ve had before, so overall it would be a step up. The issue is I left the company because of an abusive manager who constantly put me down and made me feel like I wasn’t doing anything right. If I come back I’d be working under her again. What has your experience been with new job offers and counter offers from current employers? In my opinion, if I’m looking to leave it is because I’m unhappy and excited about the new role I’ve been offered. I’ve never been interested in a counter offer and it seems like it would ruin relationships with both employers. Interested to hear others opinions!

My contract is close to ending with a verbal offer on table to stay for 30k. I am looking for something more techanical in the engineering field that matched my abilities more. Is it worth the move even if I don't have anything lined up. Personally don't think I can handle job and applying all at same time due to increased anxiety.
