Why would recruiters reach out to me, say they want to talk, then not follow up? Should I call them instead?

I switched 20 days back to Optum. I have 7 years of experience working as a full stack Engineer, who is passionate working on both front end and back end on latest technologies. But my project is working only on back end with 10 years old tech stack. There is no front end work at all. What should I do?
I don't like working here at all, but I am not sure whether moving out again in a month will give bad Impression on my resume. Hence please give me advice on this situation

Hi Everyone, Started my career in government 5 years ago working in an operational role, then focussed on HR for 3 years working my way up to a middle manager role in HR as a business partner and completed my Level 7 CIPD. Why is education deemed more valuable on a pay scale than experience? Employers will pay someone with a degree and no experience a greater salary, than someone who has exhibited the experience. Understanding that the degreed person committed to school and finished, yet that doesn't diminish what the not degreed has committed to and accomplished in their careers. This has to stop!
