Is it normal for districts to fight giving teachers tenure these days? I keep getting briefly "let go" every two or three years, only to be rehired a few weeks later. I'm always told it's because of budget review or restructuring. However, this means that my tenure clock resets every time I'm "hired"

I have been at my current firm for about 1.5 years, and in that entire time the partner in my group hasn't been out of the office a single time. Is that normal?
