Is it normal to just enjoy/want to do business analysis and not want to "progress" to doing product management or project management? I have never had the desire to do project management. Product management is okay but it has elements I don't like. What I enjoy is business analysis. Can one really progress in their career just doing business analysis?

I am looking to make a career change to HR. I currently make 75K as a sales and development coach. I had a recent offer for a state government position in a talent acquisition role but I’d be taking a $25K pay cut. I am extremely over qualified for the position but it could possibly be a stepping stone and gives me the time to acquire SHRM certifications and possibly start taking classes to get my MBA. My question is those currently in an HR role, would this move make sense to you?

1. Tigerhall - 45LPA
2. Zupee - 42LPA
Which one I should choose?
In Tigerhall, I will get a lot of free time as the work is same as what I have done so far in my career therefore, I can focus on more things now.
In Zupee, I will get to learn new skill which might be good for my career.
Also, comparatively in hand salary of Tigerhall is higher than Zupee (it will less tax deduction as it's a Singapore based company)
