I've always been told, and I've come to believe, that your best shot to negotiate is when you're being hired. It's just very obvious common sense, whatever salary you get initially sets the tone. If you come in the door at a low salary, it's unlikely you'll be able to catch up and make decent money.

Those are great points. Higher starting pay puts you at a better advantage.
You're right. You have far more leverage before you're hired than you do after. That's why it's so important to push hard before signing an offer. Once you do, the company has all the negotiating power.
