I have a feeling that I know who you are and honestly, take the lateral move! Its a big project for the company and you will thrive!
Your current Manager is far too busy trying to advocate for themself with the "interim" leaders, has never worked in a corporate role and has their own Manager supporting their stupidity!
You cannot support 2 miserable cows, let alone one!
I dont see any positive outcome for anyone reporting to them.
I am intrigued though. Can you give a mutually anonymous hint :)?
If you’re burned out in your current role and the new lateral move is of interest and will give you different experience I would say go for it.

A few things: 1. burn out - try to figure out how to address this first, nothing else will matter if you are struggling. 2. You should be passionate or at the very least excited about taking the lateral role, if you are not, then that is the answer and don’t do it. 3. It will not always be like this, take care of #1 and then #2 is a direction not a decision.
Take the lateral move. Sounds like you’re not happy where you are, and your boss knows it.
Write a pros and cons list
To make the decision? Stay in my current role and continue to try to make it better change it up? Or maybe ask for forgiveness and try to make the move internally?
Don't take the role. I found myself at the same situation and foolishly took on the role. Only to find myself leaving the company cause of the boss that screwed me over. TLDR; boss's boss asked me to take on the role cause boss was leaving. Promised me a promotion in 6-9 months. Come 6-9 months after a stellar performance, I learn that the new boss had no intention of giving me the promotion, so much so that he did not even tell the leadership that I have a written document about the promotion. Either that or everyone was lying. I did not stick around to find out and it caused me a shit ton of annoyance and disappointment, not because I did not get the promotion, but because I was so burned out and hated feeling cheated. Learn from my experience and trust your gut.
Thank you both for weighing in. I guess all we are trying to do is add perspective. Reflecting on the positive demeanor of program manager, I can only add, look at the track record of promotions within your company and your level of experience. In the new role, more times than not they will not be looking to promote soon. The current environment is being touted as flattening of middle management i.e. getting middle managers to be ICs. This really works when everyone takes on more work than ever before to increase productivity (not a bad thing, just stating). Have your eyes open what ever you do next.
I have taken 2 other laterals in the past where I got to grow my breath of knowledge within the industry and got promoted once before within the same company. This was when my experience was <=5. I did not regret taking them since I knew the outcome (no promotion but growth in skills). Now I am 10+ and taking on two roles worth of work without the pay is just not my jam anymore. I say this only because, there are loads of companies(even within your industry) where your skillset would be viewed more senior.
Look at the track record of your company, if you will have your boss' support in new role, if moving laterally will benefit your burnout or give you a transferable skill to move out (you were already on your way).
There are lots of folks who have jumped growing in positions across companies, never within one.
This happened to me in my previous role, I refused and was soon after laid off 🙃 I would try to dig deeper to see why they want you in this other role, in my situation they did not even mention anything about the new role being needed more than my current one. In my situation I was also approached by my boss at the time who I didn’t think (and still don’t think) had the best intentions for me. Good luck
Wow- this is exactly my fear. So many things going on and I’m not certain that my current role is safe anymore. My boss is very coy about things/other shifts going on and now that I didn’t get external role that I thought that I had a lock on, I’m feeling like I might need to reconsider and go back.
