Yes. What are your "HR side" reasons for not?
"Transparency" doesn't have to mean everyone knows everyone else's pay. It means allowing employees to know what salary grade/band they're in and what the minimum, midpoint, and maximum of the band is. It means telling employees how the company developed their compensation structure and ranges -- using a compensation survey? Just the company's CFO's budgets? Did the surveys include companies in the same industry and location?
It also means helping employees understand what they need to do/learn/experience to get to the next level.
Being secretive about pay will always, no exceptions, lead to employees filling that vacuum of information with the worst possible scenario -- "we're all grossly underpaid," "the company is screwing us over," "every other company pays more," etc.
There really aren't valid "HR reasons" for the secretiveness.

I absolutely believe that companies should be fully transparent about pay. I truly think the only reason they aren't is because they don't want people to know how much they should be asking for in negotiations.
