Expanding your network would not harm you.
Try finding a good recruiter with 3 years minimum in the sector you are looking at. Send your CV and follow up with a call. The amount of time they give you and questioning will be an indicator of their interest in you and indicate how confident they are in placing you.
As for in house recruiters. Cut them out. Got to the person at the top or at least the direct reporting manager.

You can't rely on an internal recruiter fighting your corner and justifying to a hiring manager why they should meet you.
Take the following six step approach: 1) define your goals including 40 target companies 2) play your cards and leverage your strengths 3) build relationships as your network is much more likely to get you your next job than submitting a resume blindly 4) search and apply on the correct sites at the right time 5) prepare and practice so you ace your interviews 6) negotiate for more as the first offer is not their final offer. How much have you networked in the space?
Don't just send a CV the traditional way.
Fire a CV to the most senior person then call them.
Not much yet. We just made the decision to move to TX over winter break. I've reached out to the recruiters assigned to the position, but haven't heard back. Unfortunately my network is mostly government employees, designers and engineers in Oregon. I would love input on networking, remotely, to large companies.
