You know this is interesting… a few thoughts:
1. They might just be lowballing you with the expectation that you negotiate up. Always negotiate up for a new offer. Always!
2. The market is weird right now. It’s an employers’ market — the pendulum has swung from the “Great Resignation” when employees could easily get big increases. I don’t know if that means you CAN’T go as high as you’d like, it might just be that employers are less desperate and therefore less willing to offer those high salaries right off the bat. Might take more effort and negotiation.
Always worth negotiating. In most cases, successive raises will be limited so always go in as high as possible.
Talent team and hiring manager’s objectives are generally to get the best person they can regardless of cost. They are limited by leadership/pay bands which are sometimes negotiable, and if they believe in you they will try to negotiate on your behalf..
I would let them know you’re looking at a higher salary and ask what they could do to increase their offer. You don’t have to take the first offer.
Wait the offer is 10k a year salary? Or it’s 10k more than you make now?

Did you tell them the number you were looking for?
You can definitely negotiate if you have another offer (esp if it's at a competitor like Meta or Microsoft). Without a competing offer, it's absolutely worth trying.
Just say that it's lower than what you were expecting and that it should be closer to x.
You'll need to give them concrete reasons they can provide to their finance team to justify the increase in base salary and/or initial equity grant. They can also buy you out of your old company's bonus.
I once received 2 offers. One was 20k less than the other. Once I told the lower paying company of my competing offer they bumped their offer up by 10k which was above their “budgeted range”
