HR said that if you say yes then only I will provide the offer else not. Is it worth accepting the offer. How is the promotion and growth happening in JPM?

I interviewed at KPMG on 11/14 and got a verbal offer the next day but since then waiting to hear from them. Been following up continuously but the partners are not replying it seems. In the meanwhile i have an offer from BT offering 90k for 4 yrs of experience which seems to be fair. I cleared all my rounds of interview in JPMC, had salary discussion with HR 2 weeks back. After which i was asked to apply the job on candidate portal and submit additional information.

Its almost 2 weeks and i haven't heard back anything from them. My status in portal shows "You are moving to the final steps in the process". This status has not changed since last 2 weeks.

Can i expect the offer letter to be released? If yes when?

In my offer letter, nothing is mentioned about variable pay, but the recruiter had mentioned to me about 0-12% variable. Am I missing anything. Do they have any variable component in the salary or not.
