If you flood every visa category and then anti immigration admin shows up, this is extremely believable. It would be surprising if it moved.
This will only get worse.
It’s a set of checkboxes. If you represented your company in some event? If you “manage” a unit? If you have written articles about something ? You can do all of that in consulting even without getting to partner. And then you have the usual “international manager” route.
Most EB2 candidates starting exploring that route when EB2 became hellish. And now they have created a massive backlog. Even bad applications need to be reviewed. It’s not like they can auto reject applications , everything still needs to be reviewed.
With US white collar job market in great stress and anti immigrant president, they have zero incentive to speed it up.

Yeah not sure why this is news. EB1 has been stuck in 2022 for a while right? Not trying to be snarky; just trying to understand what is surprising in this month’s report.
EB1 was stuck but wasn't retrogressing. If your highest tier is retrogressing, that shows how hopeless the situation is for over populated India. Even PhDs now have to wait indefinitely and see their dates retrogress
As backlogs in the EB2 and 3 grew to well over a decade, a massive number of professionals pivoted to filing EB1A petitions. This sudden influx dramatically spiked the demand on a fixed EB1 quota.
