Why do you want to stay at this comment? Your comments make it sound pretty bad.
If you want to stay, apply for the position. You definitely won’t get it if you don’t apply. You don’t need to ask why no one approached you, just take the initiative. My guess, based on your other comments, is that you won’t get the role and you are better off leaving. But can’t hurt to try just to confirm.

Just state you are interested, highlight why you believe you meet the requirements, and ask her how she can help you
She knows nothing gets past me. I will catch it and ask about it. In fact this morning, we were in a call with her boss the vp who said for the leads and managers to stay on so I stayed on. Only for them to drop me from the call. On purpose. They also dropped the other lead on my team but they kept another lead from a different team on the call. When I asked my boss why was I dropped from the call, she played dumb and said she didn’t know I got dropped. Of course she did and I know something is up. I watch and observe these kinds of things in the dept. I want to learn how management operates among the department but there are certain things such as this that bother me about how they operate. They are very hush hush and keeps their team in the dark a lot of the time. Only management seems to know due dates (this is deliberate by management) whereas the worker bees who are doing all the work don’t seem to know their own due dates. I intend to change that if I step into a manager role. I’m observing too much frustration among the team lately with the way things are going.
Maybe they’re wondering why you haven’t applied since nothing gets past you and there have been previous convos about it? I would just apply and cross that bridge when you get there.
However, I would also look for a job outside of the company because they way you write about this place sounds dysfunctional.
There are many possibilities here.
1. Someone higher already has a grand plan for the role.
2. This is her first hire and she is getting advice and being steered towards/feels she needs strong candidates for her first manager hire rather than a a good colleague she encouraged in the past.
3. She wanted you to go for management before to get you off of her team.
4. She's a generally encouraging person and tells everyone they should go for management, why should she be the only one stressed out lol
Tell her you're applying and ask if you can rely on their support. You'll know by her reaction if she's behind you. Go for it anyway. Someone else on the recruitment panel might be able to spot your talent.
Don’t wait for her to come to you, go after that job now!
I'm confused as to why you want a manager position when you're already a senior manager.
I've been in this situation on both sides. On the hiring side, I didn't give the person the position because they knew the job posting was out there and they seemed to assume it would just go to them. They didn't apply and they didn't talk to me about it. It isn't my responsibility to advance their career.
That’s a perspective I hadn’t considered yet. Thank you. I brought the role up with her today but she didn’t have time to talk about it and had to jump to another mtg. She asked me to schedule time with her so we can talk more about it.
Since her first mention of me stepping into a manager role, we have talked about it at least twice since then. And now that she has an open position, I am wondering why she hasn’t talked with me anymore about it. I obviously want to inquire with her about why she hasn’t asked me to apply or even mentioned to her own team about this position but I’m also afraid I will be let down after I talk to her and learn they have probably already picked someone else for the role. This is common in my department where they have already lined up who they want and then pretend to post an open position as if to make it seem like anyone has a fair chance when in reality they’ve already pulled some strings behind closed doors and lined up who they want.
What should I do? I want to talk to her about it but don’t want to be let down and in turn, “rejected” so to speak.

I would go and ask about it. No matter the outcome, I would at least know where I´m standing at instead of wondering what she might be thinking, why she didnt reach out etc.
Before going to her, I would also get very clear on how I am the right fit for the role and how it’s a no-brainer for them to consider me.
If they say “no”, I would ask for more clarification so that I can use that to further improve and learn, and prepare myself for another opportunity that comes up in the future.
At the same time, I would also decide ahead of time that even if they dont consider me for this one, that doesnt make me any less valuable or good in what I do. It just means its not the right fir for me at this point in time.
(Depending on your situation and future aspirations, you may also want to think about if there´s no opportunity for you to get promoted and move to a managerial role anytime soon, do you want to stay?)

Update: my observations were spot on. I approached boss about wanting to talk about that position and she brushed me off. Said she didn’t have time to talk with me about it. Then a couple of days later, she messaged me and asked if I still wanted to talk about that position and I said if she has time then sure. So she called me up and talked about other pressing matters with work and never even brought up the position. I didn’t inquire either because I felt she’s the one who initiated it and I shouldn’t have to keep peeling away the layers here. Then the next day at my one on one with her, she didn’t bring it up either. My point is she had opportunities to bring it up and chose not to. Then I learned from a colleague yesterday said colleague applied and interviewed for the position because she is already so closely aligned for it. I hope she gets the position but I’m also pretty sure this is why my boss brushed me off since management already has my colleague picked out for the role. I told you- my management makes these kind of arrangements first and then posts the position to the public to look fair but I know they’ve already picked someone out.
I’m not upset about the position. I was not sold on applying for it to begin with. I also think my colleague is a better fit for it since she is already doing it. But I am beyond frustrated with my boss and her behavior and am motivated to look for another job now.
Remember - the other day when they dropped me from that meeting intentionally - it was to interview my colleague. Yet my boss played dumb with me when I questioned her about why I was dropped when they wanted the leads to stay on the meeting.
