I am asking for 27 lpa to EY GDS but HR says max they can offer for 6 years is 21 lpa.

Do you want to be a consultant or not? If the answer is yes, then yeah,it frankly doesn't make sense to move into this non-consulting role.
If you're government client-facing at Booz, I'm 99% sure an MBB backoffice position will be a significant step up. 20% paycut is a bit concerning, though.
No, my fault. I meant to say 20% pay increase is concerning. That's not much, considering how poorly Booz pays and how many more hours you may be working in MBB.

How sure are you that it’s not client facing? Very few roles in Mckinsey Knowledge are completely back-office. And even there you can move to regular consulting if you can generate enough pull from sponsors.
If you are unhappy in your current role and you can get paid more to do something else, I think is seems worth it.
It’s a massive step down. Unless you don’t like client engagement? In this role you will literally performing background j go checks for clients teams. You are basically a wiki article. It’s not consulting at all, and nearly impossible to move into the consulting stream from there
