Also how technical a background does someone need for a Technical Program Manager role?

Im not searching for a new job but an acquaintance reached out about a similar role at a similar energy company.Turns out 2 ppl threw my name in the hat. I looked into it and the position was posted 2 weeks ago.Their director wants to meet.I bet pay is one of the first things to be discussed so that no one’s time is wasted.Am I crazy for not wanting to entertain it for less than 20-25% base pay increase? Is it selfish to ask for more? I’m sure most salary conversations end in negotiation anyways?

Ask for feedback! They won’t always give it but it’s usually helpful to understand their actions better, when they do.
If you didn’t get an interview the first time, it’s probably because they don’t want to interview you - they either have enough candidates who seem like a better fit, or there’s something specifically lacking from your qualifications that makes them think it’s unlikely you’d be a top pick for the job.
Why would you want to be interviewed by a hiring manager who’s not psyched to talk to you and isn’t optimistic that you could be the right hire for this? That seems like a waste of everyone’s time. I’d just move on... definitely don’t apply again, that just makes it look like you forgot you already applied.
When I say “they didn’t want to interview you” I don’t mean “they hated you and think you suck as a person” or even that you weren’t qualified for the role. Interviewing just takes time, and very often there are more people who are qualified (on paper at least) than there are front runners who we want to interview.
I don’t think this is a particularly hot take, and I’m not sure what you’re getting at by saying people who didn’t get an interview didn’t get a fair chance. Should everybody get an interview? Should an independent panel review resumes to determine who is qualified and ensure that every applicant who meets the minimum requirements gets an interview?
This just happened to me too. Like okkkkk cool.
The best advice I've found in this industry is to take nothing personally and be a cheerful bulldozer. Tenacious AF is the way forward. I'd apply again.
