Persistent Systems is giving 10% variable on gross annual CTC. HR says you would receive minimum 70% of variable pay every month and remaining 30% will credited once a year at the end.

Yes, to a degree with experienced hires. Salary is standardized by path (e.g., integrative, expert), title/role (e.g., BA, ASC, EM), and band within title (e.g., 1st year vs 2nd year ASC). Hiring managers, recruiters do, and PD decide which level to place experienced hires based on their experience and likelihood for success at the role.
Willingness to offer signing bonuses varies. If your recruiter won’t increase compensation/title in response to a compelling reason (e.g., competing offer or current compensation), it could be because there isn’t demand for someone at that tenure/role, a lack of consensus you qualify for that role, or because they are worried you won’t be setup for success.
Anecdotally, I’ve found it much harder for folks who come in at more senior roles, so depending on your goal, it may be better to come in at a lower level and take your time to grow than to come in at a higher role/title.

Mostly standard though experienced hires may have limited wiggle room. Ease of office transfer depends on your networking and visa requirements. If you’re able to meet the local office visa requirements and have a partner or two to support your transfer to that office, it’s not hard
