I truly truly do not mean to come off rude, but isn’t that a dying industry even before covid? Maybe this is the perfect opportunity for her to find a new passion.
I’m assuming travel agents were already pretty niche, so it’s going to take a very long time for that kind of work to come back, if it ever does. She may be setting herself up for failure by trying to stick with that industry.
Does she focus on luxury or an international market that is less self-serve in their travel planning? Feels like those segments will come back but idk when the volume will return.
Some thoughts...go corporate - Airbnb, a major hotel co, airline, cruise co, restaurant/hospitality group. Get a hospitality degree if necessary. Work locally on partnerships with a major player (e.g., walking tours and wine tastings). Start a travel/hospitality company, like Getaway, or join a travel startup. If she likes the client and planning piece, maybe event planning? That may come back more quickly than big trips.

I’m assuming that wealthy international travelers and/or wealthy domestic travelers going abroad will always want her services - the question is when. My brainstorming is in my first comment :)
