I'd pay for it without question. For backup, I personally have a Synology NAS (DS918+). I've backed up our local files to it, and every month pull down copies from the cloud where the photos we take with our phones are and store them on the NAS. I also scan in all the Lifetouch photos from school and sports to copy over to the NAS. On the NAS I've setup Glacier Backup to backup our files from the NAS to AWS S3 Glacier. So hopefully, we'll never lose the digital representations of our family memories.
Try Recuva. It might be able to access the data. Or ask your eDiscovery department. They have experience with data collection and recovery.
Sounds weirdly expensive. I had a laptop go through a full on house fire, and even recovering from a partially melted blob didn’t cost that much.
