I'm actually surprised to hear you're having trouble finding candidates, I get flooded with resumes from talented people every time we post a job. I'm assuming your industry is extremely niche?
If you aren't having a hard time finding qualified candidates in this market, I would say your compensation is too low or you aren't advertising a range (many people won't apply without a salary range posted). OR your definition of "qualified" is not reasonable. Smart people can be trained, so you need potential and aptitude, not exactly equivalent skills and precise experience.
What criteria are you finding challenges with people meeting? There are far more people looking for new white collar jobs than there are jobs available, it seems, so I'd love to understand where the breakdown is happening...
It must be the pay y or the interview process because I think we have more people than available jobs.
What are you using to write out the job posting? Are the requirements clear? Are the expectations aligned with the role? How are you sourcing candidates? Does the compensation align with recruitments

Friendly feedback here - nobody is going to do the legwork for you by them asking *you* to apply - maybe ask if you could send a DM instead of asking *them* to send you the JD?
Operations manager, as in regulatory operations? If so, I’ve been applying like wild and would be interested to apply!
The one drawback (other than pay, obvs) I can see for you is if there is an in-office requirement. That will automatically disqualify most candidates who don’t happen to live in the area.

You’re going to get dumped on in here by people who are salty at hiring managers and the economy in general, so skim over some of the harsher comments.
