It’s not right. You are paying the Philly tax because your work location is set as Philly. You should be able to set your location in some way so that it flows correctly
Not sure about every firm, I wouldn’t just assume it but rather check your options now and fix before end of year. Not sure what your possible options are with your firm since your wfh.
If your office is Philly, you pay Philly city tax. Change your office location to fix this.
Neighboring states sometimes have interstate tax agreements that may help you. See if PA and DE have such an agreement.
You should get a credit at filing for taxes paid to another state. Effectively you would only pay for one state after the credit reduces your total tax liability.

Change your work location to DE. Keep in mind however, that PA and PHL will want their cut from you as a non-resident earner. Also, if your abode is DE, great. If you previously lived in PA and are now simply working from another location in DE, PA will consider you a resident, unless you sever all ties and show you’re a resident of DE.
I reached out to HR and they told me I'll be receiving the difference in tax withheld for philly since i worked from DE. The annoying part is this will be a recurring theme for me where, philly taxes will be witheld each paycheck and reimbursed to me the following week. Im not sure this happens that often but I'll be looking into this and getting out of this annoying payroll mishap. Thanks for all the advice
