I think the most likely answer is that these are ghost jobs the company has no intention of filling. No company turns over employees that quickly. My guess is that they're just stockpiling resumes and not actually hiring.
I had this happen with a role that seemed made for me. I met every qualification, and even had experience with the exact scheduling software they listed. Got a “thanks but no thanks” email, then saw the job reposted five days later. I honestly think they might’ve been looking for someone younger or cheaper, but it’s hard not to take it personally.
This happens all the time! I don't understand why! Especially when we have the skill set!

Sometimes it's not about the skills, or maybe you didn't showcase them to the standard that they are looking for. Sometimes there are more than one position available or they are reposing to make it look fresh. If you never got a call, maybe your resume wasn't catching what they were looking for in scans not done by a human. And sometimes they just aren't hiring but are testing the market waters or other random reasons. Either way, as rough as a job hunt is, you've got to shake it off and move on to the next. It's often a numbers game and long gone are the days when you can apply to just a few and land a fantastic job. It's a grind and you have to stay positive and not dwell on the ones you don't get.
I have heard a few different things. Company might just have that high of turnaround in the position. More likely is that they aren’t actively trying to fill it. Sometimes it is done to make the business look like it is doing better or just to have a bunch of resumes on board.
