I spent 5 years on projects in SoCal and there were pockets of people who used traffic as an excuse to show up no earlier than 9am and vanished around 3:30pm. Not many, but a few. And most of them seemed to take calls from their cars or worked a few hours from home in the evening. Inconvenient at times, but we worked around it as best we could
San Diego is a totally different world

My one project in SoCal was my best one. Clients were tough but fair and wanted everyone to be able to leave early.
