I work for NYS, I have been able to get interviews for the next step up position, I'm currently an 18, I would like to move to a 23. What are good interview strategies to use when looking for a promotion.

I applied for a job within my unit that I do not qualify for. Now, I have an interview for this job. Applied for a position in Johnson and Johnson Canada. Reached the final round 3 weeks back. After not getting any updates I emailed the HR a couple of weeks back. They responded back telling me that they’ll have an update for me the next week. Again I emailed them on Thursday asking if they have anything for me before the long weekend ( Good Friday & Easter). hey, I joined Deloitte in June 2020 as an GPS SA analyst, I just staffed on internal project only providing me adjusted utilization. Now my standard util is 40 and my adjusted is 105... and this project last in another month... by then my standard util might be 20.. will my promotion be affected by this? My target promotion year on TOD is 2022. My manager said we might sell to client and extend this project in September but nothing guaranteed.
