People are usually pretty good about asking the owner “can I pet your dog,” but they need to keep an eye on the dog’s behavior… sometimes it's OK with the owner but not the dog. People could avoid a lot of dog bites this way

I have seen that some people do not even confirm with the owner before touching the dogs and that is even more dangerous.
