Promotion goodies not delivered to home for employees from other cities where promotion day not planned?

Any Bridge Engineers/Structural Engineers in here? I got my PE this year and have 5 YOE in TX + an MS. What sort of raise would you expect for receiving your PE working in a consulting firm? I am EOR on a number of structures in development, I manage EITs and Drafters (within projects; I'm not a supervisor), and am doing a lot in general. I'm at 78k currently, which is apparently still in the upper range of EIT salaries per a job posting in CO. I'm thinking of 15% (5% merit, 10% PE). Any ideas?

My LinkedIn feed was absolutely filled with layoffs today. What happened? A month or two ago it was a candidate’s market and the offers were great but now everything has shifted. I was informed that I am not getting a promotion that I was gunning for, and when I pushed back about being fairly compensated for my work the response about it not being a good time to ask was really ominous. Anyone else feeling bummed?

Been with company for 2.5 years in a SFA role, and they just let me hire an associate financial analyst reporting into me. My manager never mentioned anything in regards to a promotion, but when I asked, I was told that there will be an evaluation period before any promotion is given. Has anyone else had this before, where you are managing someone but they don’t give you a promotion? Sounds bizarre to me that they allow me to hire someone but then are hesitant to promote.

Advice: my firm incentivized associates to get licensed in fed courts - 4 fed courts for a 5k raise. They also covered the admission fee. I just accepted an offer with another firm and will be putting in my 2 weeks notice tomorrow. Is it wrong to submit an expense report for the charges I incurred related to the fed court admission fees? I've been a government attorney for nearly three years now and have worked in the same office/division since I passed the bar. I've yet to receive a promotion other than two cost of living increases (in sum, a pay increase of 6k over 3 years).
